This is not a bug. You created a scenario where in game, everything would deadlock and come to a stop, hence 0. Note how you are supplying .99 silica and need 2.98 which do not match. This will backup the aluminum, slowing the silica production until eventually everything stops. Give the extra aluminum some place to go like an awesome sink.
